Title: Finance Officer   Department: Finance    Location:  Kagera and Tabora Reports To: Senior Finance and Administration Manager    Classification: Full-time How will you fight for an AIDS-free generation? Reporting to the Senior Finance and Administration Manager, the Finance Officer will work as part of Regional Team to ensure timely support of project activities’ implementation. He/she is responsible to provide support in the various aspects of project operations and working closely with DAR-based operations and project activity holders. He/she will provide backup to other operations staff when needed and as advised by the supervisor. No two days are alike at EGPAF, but what can you expect in this role? Key Duties and Responsibilities 1. Daily Accounting and Payment Processing Prepare payment vouchers and verify invoices, expense reports, supporting documents and accounting codes. Process mobile banking payments for EGPAF-supported training and project activities. Record payments and journal vouchers in QuickBooks daily, ensuring correct coding and clear descriptions. Update QuickBooks and provide daily account balances. Monitor bank balances and cash levels daily. 2. Financial Records and Advance Management Maintain the Travel Advance Register and regularly communicate outstanding balances to staff. Review advance liquidation reports and follow up to ensure timely accountability. Maintain training and event payment reports for supported regions. Maintain complete and accurate financial records, including payment vouchers, invoices and supporting documents. Ensure electronic financial records are properly backed up in OneDrive and the office server. 3. Bank Reconciliation and Month-End Closing Prepare monthly bank reconciliations and reconcile general ledger accounts. Ensure financial transactions are recorded in the correct accounting period. Maintain and reconcile VAT accounts and prepare monthly VAT reports. Generate QuickBooks reports and support month-end closing. Submit monthly financial documents to Country office. 4. Financial Reporting and Compliance Prepare Monthly Financial Reports for submission to Senior Finance and Administration Manager in a timely manner. Ensuring timely payment requests for all training/meetings participants are submitted to Senior Finance and Administration Manager and full accountability of the payments either done through Money wallet payment  Identify and resolve accounting discrepancies. Ensures all Finance policies and procedures are properly adhered to. Maintain financial records and supporting documents for internal and external audits. 5. Field Finance Coordination and Management Support Serve as the finance focal person for project and field offices. Work closely with Finance and RAS teams to support RAS implementation. Provide financial guidance to field staff and resolve operational financial matters. Support the Senior Finance and Administration Manager and act as backup when required. Other duties Support in the management of CHW’s and other auxiliary workers assigned to the projects Perform other duties assigned by the Senior Finance and Administration Manager. Supervision Supervises the work of project drivers, Associate Finance and Administration officer To be successful, you will have: Bachelor Degree in Accounting, Finance or administration and related fields Professional accounting qualification such as ATECI, ATECII is an added advantage required. Minimum of 3-year previous experience as Finance officer or Finance and Administration officer equivalent Previous experience managing and coordinating activities of Finance staff and supporting activities Field Office personnel. Ability to establish and maintain effective working relationships with EGPAF HQ Finance Staff, USAID and other USG government officials, other donors, the Government of Tanzania, fellow staff members and the general public. Practical experience using QuickBooks or similar accounting software. Good knowledge of bank reconciliation, financial reporting, payment processing and accounting controls. Understanding of donor financial requirements and Tanzanian statutory obligations. Strong Microsoft Excel, communication and organizational skills.
