Position Details   Job title:                         Senior Manager HIV/TB Sustainability - RAS   Reporting to:                Technical Director/Deputy Chief of Party   Location:                         Arusha, Kilimanjaro, Manyara, Singida, Dodoma, Kagera and Tabora   Roles Summary   Senior Manager HIV/TB Sustainability - (SMHTS) - RAS is a self-motivated individual who provides direct oversight of the Regional Acceleration Strategy (RAS) and has both supervisory and managerial responsibility over all aspects of overall regional project implementation management and service delivery in the context of sustainability; including RAS team work planning, execution, monitoring, documentation and reporting. He/she has a regional project representation and relationship management function of our sub-partners, collaborative partners and other IPs and stakeholders in the supported region and district councils. Reporting to the Technical Director/Chief of Party, s/he leads a strong team, including technical officers, M&E staff and operations staff, in a collaborative team spirit focused on achievement of project/RAS goals and objectives. He/she provides implementation oversight to maximize efficient budget and other RAS resource utilization, guided by the level of support needed to achieve overall regional, districts facilities project results. The SMHTS -RAS will ensure the regional project implementation is well planned, coordinated and executed with quality, accountability and sustainable impact. The SMHTS- RAS will work in close collaboration with the pool of Technical Advisors based in the country/Dar office, to ensure a well-coordinated flow of technical advisory support to the region, as well as Dar based operations teams to manage Sub agreements  with regional stakeholders, to ensure RAS work plan implementation is well aligned with budget allocation. The Senior Manager HIV/TB sustainability  –RAS will work and coordinate and support the Council HIV/TB Sustainability Coordinators, CHMTs and RHMTs to implement sustainable response  designed to address the program performance, quality and sustainability. This includes coordinating joint planning for the RAS Strategy, monitoring and evaluation, as well as weekly and monthly Program implementation monitoring, progress review and immediate course correction of identified challenges and/ or gaps   Essential Duties and Responsibilities Provide overall leadership and management of RAS project implementation across supported regions, councils, facilities, and communities, ensuring achievement of project objectives, targets, and results in the context of sustainability. Lead the development, execution, monitoring, documentation, and reporting of RAS team work plans, ensuring alignment with project priorities, available resources, and regional and council performance targets. Serve as the regional representative and key relationship manager for the Foundation, maintaining effective collaboration with sub-partners, implementing and collaborating partners, government authorities, and other key stakeholders across supported regions and councils. Provide supervisory, managerial, technical, and operational oversight to the RAS team, fostering teamwork, accountability, performance, and continuous professional development. In close collaboration with RMO and RHMTs provide oversight, and programmatic support to CHMTs to ensure project supported activities and priorities are reflected in Regional and Council Comprehensive Health Plans and are aligned with targets, and government priorities along with a clear description on how will supported activities and interventions be absorbed and financed using councils’ own budgets /resources with a clearly defined period to ensure sustainability  . In close collaboration with senior technical advisors ensure effective functioning and coordination of roving and case management teams, ensuring their priorities are driven by regional, council, facility, and program performance gaps and are aligned with available project resources and technical and operational support. Coordinate and participate in quarterly joint mentorship support with RHMTs, facilitating implementation of planned activities, reviewing progress against targets, identifying performance gaps, and providing actionable feedback to strengthen program quality and results. Maintain overall responsibility and accountability for RAS team performance and regional project results, ensuring timely identification of implementation bottlenecks and appropriate corrective actions. Provide oversight to ensure programmatic, financial and operational compliance with Foundation, government, and donor policies, procedures, Standard Operating Procedures (SOPs), guidelines, and requirements throughout project implementation, monitoring, and reporting. Ensure the quality, accuracy, completeness, and timely submission of monthly, quarterly, and annual regional project reports and inputs, including key achievements, successes, lessons learned, implementation challenges, and recommended actions. Use routine program data and performance reviews to facilitate evidence-based decision-making, timely course correction, and continuous improvement of RAS implementation. Ensure effective coordination between R/CHMTs, RAS teams, country-level technical advisors, M&E, Operations, and other relevant teams to facilitate timely technical and operational support to the region. Promote local ownership, integration, transition, and sustainability by working with government counterparts to institutionalize successful project interventions within routine regional, council, facility, and community systems. To be successful, you will have: Graduate or postgraduate degree in Medicine, Nursing, Public health or Project Management Over 8 years of experience supporting and or leading HIV/TB integrated services including case identification and treatment.  Thorough understanding of latest Integrated HIV, STI and Hepatitis Management Guidelines and existing tools and Standard Operating procedures for patient’s management.
