Position Details   Job title:                         Senior Technical Advisor – HIV Care and Treatment   Primary manager:           Associate Technical Director   Job Grade:                        Seven (7)   Location:                            Dar es Salaam   Summary   The Senior Technical Advisor – HIV Care and Treatment provides strategic technical leadership to strengthen the quality, coverage, and performance of HIV care and treatment services across EGPAF-supported regions and facilities. The Advisor will lead data-driven strategies to improve treatment initiation, retention, adherence, viral load suppression, and clinical outcomes, while providing differentiated technical assistance, coaching, and mentorship to RHMTs, CHMTs, health facilities, and community teams.   Essential Duties and Key Responsibilities    Technical Leadership and Strategic Planning Provide strategic technical leadership for HIV care and treatment programming in line with national guidelines, priorities, and program objectives. Lead the development and implementation of HIV care and treatment strategies, work plans, and performance improvement approaches. Provide technical guidance on differentiated service delivery, treatment optimization, advanced HIV disease, and client-centered care. Contribute to program planning, performance reviews, transition, sustainability, and scale-up initiatives.  HIV Treatment Cascade and Performance Improvement Lead analysis of the HIV treatment cascade to identify gaps in linkage, treatment initiation, retention, adherence, viral load monitoring, and viral suppression. Monitor and follow up on key treatment and retention milestones and guide corrective actions to improve program performance. Lead development and monitoring of targeted performance improvement plans for underperforming regions, councils, facilities, and priority populations. Promote use of routine program data to identify bottlenecks, conduct root-cause analysis, and guide differentiated technical support. Provide technical leadership to strengthen comprehensive, high-quality HIV care and treatment services. Support optimization of ART, viral load monitoring and management, treatment failure identification and management, and advanced HIV disease services. Strengthen management of clients with complex clinical needs and promote appropriate referral and linkage to specialized services. Promote client-centered approaches that improve treatment adherence, continuity of care, and health outcomes Provide differentiated technical assistance, coaching, mentorship, and supportive supervision to RHMTs, CHMTs, facility teams, and community structures. Strengthen capacity of government teams to independently plan, monitor, and improve HIV care and treatment services. Develop and facilitate technical updates, learning sessions, SOPs, job aids, and other capacity-strengthening resources. Monitor effectiveness of technical assistance and adapt support based on performance and identified needs. Promote routine analysis, triangulation, and use of HIV program data to drive service improvement and decision-making. Strengthen data quality and consistency across relevant HIV reporting and information systems. Document effective practices, lessons learned, innovations, and program adaptations for scale-up. Support quality improvement initiatives that address identified gaps in HIV care and treatment.  Coordination, Reporting and Sustainability Collaborate with national programs, RHMTs, CHMTs, facilities, communities, and implementing partners to coordinate HIV care and treatment interventions. Participate in national, regional, council, and program technical review meetings. Provide timely technical inputs to donor, government, and program reports, presentations, and performance reviews. Support government ownership, transition, institutionalization, and sustainability of HIV care and treatment interventions. Bachelor’s degree in Medicine, Nursing, Clinical Medicine, Public Health, or another relevant health-related discipline. Advanced degree (Master's or higher) in Public Health, Medicine, Nursing, Clinical Medicine, Epidemiology, Global Health, or a related health field is highly desirable. Minimum of 8 years of progressively responsible experience in HIV care and treatment programming, preferably within large-scale donor-funded public health programs. Demonstrated experience providing strategic technical leadership, mentorship, and performance improvement support at regional, council, facility, and community levels. Strong technical expertise in HIV treatment cascade management, ART optimization, retention in care, viral load monitoring and suppression, differentiated service delivery models, and management of treatment failure. Proven experience supporting implementation of national HIV guidelines, quality improvement initiatives, and health systems strengthening activities. Experience working closely with government health authorities, RHMTs, CHMTs, health facilities, implementing partners, and community stakeholders. Demonstrated ability to analyze program performance data and translate findings into targeted interventions that improve HIV treatment outcomes. Strong interpersonal, communication, stakeholder engagement, and team leadership skills.
