Job title:                         Monitoring and Evaluation Manager Reporting to:                 Research, Monitoring, Evaluation and Learning Director Job grade:                      Grade Seven (7) Location:                        Dar es Salaam Number of Positions:  Three (3) Job Summary The Monitoring and Evaluation (M&E) Manager provides strategic leadership for the design, implementation, and strengthening of monitoring, evaluation, performance measurement, and learning systems for the integrated AFGHS HIV and TB program. The position ensures timely availability and use of high-quality data to assess program performance, identify gaps, guide evidence-based decision-making, and strengthen accountability and program effectiveness. The M&E Manager works closely with technical teams, MOH through NASHCOP, regional and council health management teams (RHMTs/CHMTs), government counterparts, implementing partners, and other stakeholders to strengthen data systems, performance monitoring, data quality, analytics, visualization, and learning. The role promotes integrated and sustainable M&E approaches aligned with national requirements and donor expectations.    Essential Duties and Responsibilities M&E Strategy, Planning and Performance Management Provide strategic leadership in the development and implementation of the program M&E strategy, frameworks, performance monitoring plans, and learning agendas. Lead the development, review, and monitoring of program indicators, targets, milestones, and performance measurement approaches. Ensure alignment of M&E systems with national HIV/TB priorities, government reporting requirements, and donor expectations. Establish mechanisms for routine performance monitoring, early identification of underperformance, and timely corrective action. Provide M&E inputs to annual work planning, program reviews, transition planning, and sustainability strategies.   Data Management, Quality and Systems Strengthening Strengthen systems and processes for timely, complete, accurate, consistent, and reliable program data. Lead data quality assurance, validation, triangulation, reconciliation, and verification across program data sources and reporting platforms. Strengthen data flow, documentation, data governance, and accountability from facility and community levels through regional, council, and program levels. Identify and address data quality gaps, reporting inconsistencies, duplication, and system-related challenges. Promote integration and interoperability of relevant HIV/TB information systems and digital data platforms. Data Analysis, Visualization and Performance Monitoring Lead routine analysis of HIV and TB program data to assess performance across key service delivery cascades and program indicators. Develop and maintain dashboards, scorecards, performance reports, and other data visualization tools to support decision-making. Conduct trend, gap, cohort, geographic, and comparative analyses to identify performance patterns and priority areas. Translate complex data into clear, actionable insights and recommendations for technical and management teams. Support differentiated and risk-based approaches to technical assistance based on program performance and data. Technical Assistance and Capacity Strengthening Provide technical assistance, coaching, and mentorship to M&E staff, technical teams, RHMTs, CHMTs, and other program stakeholders. Strengthen government capacity in data analysis, data use, performance monitoring, data quality, and evidence-based decision-making. Develop and facilitate M&E/data use training, learning sessions, tools, SOPs, and job aids. Promote sustainable M&E systems and approaches that can be institutionalized within government structures. Monitor the effectiveness of M&E technical assistance and adapt support based on identified needs. Reporting, Coordination and Accountability Lead preparation and quality assurance of routine program performance reports, donor reports, government reporting inputs, and management updates. Coordinate M&E inputs to quarterly and annual program reviews, technical review meetings, and performance improvement processes. Collaborate with technical, finance, program management, and government teams to ensure consistency between programmatic, financial, and performance data. Represent the M&E function in relevant national, regional, council, donor, and partner technical forums. Ensure timely documentation and communication of performance issues, corrective actions, and follow-up.   Master’s degree in Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, Health Informatics, Statistics, Data Science, or a related field desired. A Bachelor’s degree in Statistics, Epidemiology, Health Informatics, Social Sciences, or another relevant field. Minimum of 8 years of progressive experience in monitoring and evaluation, health information management, program performance monitoring, or public health data management, preferably within HIV/TB or other large-scale health programs. Demonstrated experience working with national and/or donor-funded health programs, including experience with government health systems and reporting platforms. (DHIS2, GOTHOMIS) Experience in designing M&E frameworks, performance monitoring plans, data quality systems, evaluations, and learning approaches. Experience providing technical assistance and capacity strengthening to regional, council, and facility-level teams. Experience with donor reporting, preferably PEPFAR, GHSD or other USG-funded programs, is highly desirable.                     Advert will automatically unpublish on September 28, 2026 2300h.
