Position Details               Job title:                                       Senior Technical Advisor – RH/ CECAP Services Job grade:                                    Grade 7 Reporting to:                              Associate Technical Director   Location:                                      Dar es Salaam   Roles Summary The Senior Technical Advisor – RH and CECAP Services provides strategic and technical leadership for the planning, coordination, implementation, monitoring, and improvement of integrated reproductive health (RH) and cervical cancer prevention, screening, and treatment (CECAP) interventions within EGPAF Tanzania and its supported regions. The role supports integration of RH, CECAP, HIV, adolescent and youth, and other relevant services; strengthens collaboration with government and implementing partners; and provides technical assistance to EGPAF teams, regional and council health management teams (R/CHMTs), facilities, and sub-grantees. The position contributes to quality service delivery, evidence-based decision-making, documentation of results and learning, and alignment with national policies and guidelines. Regular travel to supported regions and facilities is required.   Essential Duties and Responsibilities A. Strategic Leadership, Coordination, and Partnerships Lead and coordinate the planning, implementation, monitoring, and continuous improvement of integrated RH and CECAP activities across EGPAF-supported programs and regions. Represent EGPAF in relevant national, zonal, and regional stakeholder forums and technical working groups on RH, adolescent and youth health, and cervical cancer prevention and care. Maintain effective collaboration with the Ministry of Health and relevant departments, regional and council health management teams, implementing partners, sub-grantees, and other stakeholders to support coordinated service delivery and minimize duplication. Track relevant national policies, strategies, guidelines, protocols, and standard operating procedures; facilitate their dissemination and application by EGPAF teams and partners. Coordinate with HIV, family planning, community engagement, gender, SIE, ECD, and other relevant teams to strengthen integrated service delivery and program coherence. Contribute to annual work planning, program reviews, and quarterly, semiannual, and annual narrative reporting; document and share lessons learned and promising practices.   B: Regional and Council Technical Support   Work with EGPAF field teams and R/CHMTs to identify service delivery priorities and develop practical plans to improve RH and CECAP service access, quality, and uptake. Provide technical leadership and mentorship to EGPAF staff, government counterparts, facilities, and sub-grantees on integrated RH and CECAP services. Support planning and implementation of supportive supervision, mentorship, and technical review meetings, including follow-up of agreed action points. Support sub-grantees and local teams to establish and strengthen adolescent clubs and ANC-linked clubs or platforms for adolescent girls and young women (AGYW), as appropriate. Promote integration of RH and CECAP services into care and treatment clinics (CTCs) so eligible women living with HIV are routinely offered appropriate services and referrals. Support field teams and district counterparts to monitor implementation, identify bottlenecks, and develop corrective actions. C. Technical Leadership for CECAP Services Provide technical leadership for cervical cancer prevention, screening, and treatment interventions for women living with HIV in EGPAF-supported settings. Collaborate with the Ministry of Health’s relevant RH/cancer units, national trainers, and R/CHMTs to plan, coordinate, and support implementation of cervical cancer screening and treatment in accordance with current national guidelines. Participate in relevant technical working groups and contribute to review and dissemination of cervical cancer screening, treatment, and clinical care guidance. Support facility teams, including CTC staff and designated screening focal persons, to integrate HIV and cervical cancer services and deliver quality screening and treatment. Promote approaches that ensure women receiving ART are routinely offered cervical cancer screening and appropriate follow-up, based on eligibility and national guidance. Strengthen referral and follow-up pathways for clients requiring further assessment or advanced care, including LEEP and histopathology, and support tracking of referral completion. Coordinate or support outreach CECAP services for facilities without adequately trained providers, based on identified needs and available resources. Integrate CECAP quality assurance and quality improvement activities into existing program quality improvement systems. D. Data, Quality Improvement, and Supply Readiness Work with monitoring and evaluation teams and facility staff to ensure complete, accurate, and timely documentation and analysis of RH and CECAP service data. Use routine data and program reviews to identify performance gaps, inform decisions, and monitor implementation of improvement actions. Work with facility and field teams to forecast and monitor the availability of cervical cancer screening equipment, supplies, and consumables, and escalate supply gaps for timely action. Collaborate with community engagement teams to plan health education and awareness activities on the benefits of cervical cancer screening and access to services. Contribute to preparation of quality reports, dissemination of program results, and documentation of lessons learned and promising practices. E. Other Responsibilities Undertake other duties relevant to the position as assigned by the Senior Manager, RH/HIV Lead. To be successful, you will have: Master’s degree in Public Health, Reproductive Health, Nursing, Midwifery, Medicine, or a closely related field from a recognized institution. A relevant bachelor’s degree in Nursing, Medicine, Public Health, Midwifery, or another health-related discipline. Professional Experience Minimum of 7 years of progressively responsible experience in reproductive, maternal, adolescent and youth health, cervical cancer prevention and control, HIV service integration, or related public health programs. Demonstrated experience providing technical leadership, coordinating multi-site or regional programs, and supporting government health systems and implementing partners. Experience in cervical cancer screening and referral pathways, particularly integration of services within HIV/CTC settings, is strongly preferred. Experience in supportive supervision, mentorship, quality improvement, program monitoring, data use, and preparation of technical reports. Experience working with government health structures, including MOH, R/CHMTs, health facilities, and sub-grantees, is an advantage.
