Position Details   Job title:                                   Senior Manager Health Information Systems Primary manager:                     Research and Monitoring Evaluation and learning Director Job Grade                                        Grade Seven (7) Location:                                  Dar es Salaam   Job Summary   The Senior Manager Health Information Systems (SM HIS) works under the leadership of the Research, Monitoring Evaluation and Learning Director to ensure that the data management system captures all program data elements required for effective monitoring, evaluating and reporting of Foundation programs. The SM HIS will provide leadership, management and mentoring to the Country Office and Field Office HIS Officers and will collaborate with the Monitoring and Evaluation managers and officers, Senior Technical Advisors in cross-cutting SIE functions and projects.  SM HIS will be the direct manager of Data visualization officer and technical advisor to all field HIS officers responsible for carrying out all monitoring and reporting functions and producing reporting deliverables, including responses to ad hoc data queries or requests.   The ideal candidate for this position is a person having strong staff and project management skills as well as data management, data verification and analysis skills in order to ensure that reported data are accurate, complete, well-organized, and adherent to timelines. In addition, the candidate is expected to develop a strong understanding of Foundation program goals, indicators, and implementation strategies for all Foundation program areas, and engage as a senior member of the Country Foundation technical team.   Essential Duties and Responsibilities           Health Information Systems and Informatics Lead and provide technical oversight for the implementation and optimization of health information systems supporting HIV and TB programs. Strengthen the integration and interoperability of HIV and TB data systems to enable timely access to complete, accurate, and actionable information. Provide technical support on the use, configuration, and optimization of relevant electronic health information systems, including facility-, council-, regional-, and national-level platforms. Assess information system workflows and identify opportunities to improve data capture, processing, reporting, and utilization. Support development and implementation of standardized digital tools, reporting workflows, and information management processes. Ensure alignment of program information systems with national health information architecture, standards, and reporting requirements. Data Management and Quality Establish and strengthen systems for routine data quality assurance, validation, reconciliation, and data cleaning across HIV and TB information systems. Support triangulation of data from different sources to identify inconsistencies, data gaps, duplication, and reporting errors. Develop automated or standardized data quality checks and support teams to address identified discrepancies. Strengthen data management processes from client-level data capture through aggregation, reporting, analysis, and feedback. Support appropriate management, security, confidentiality, and controlled access to client-level and program data. Ensure availability of accurate and timely datasets for program monitoring, performance analysis, and decision-making. Data Integration and Interoperability Support integration and interoperability between relevant HIV and TB information systems, databases, and reporting platforms. Map data flows between facility-level systems and national reporting platforms to identify bottlenecks and opportunities for improvement. Promote use of standardized data definitions, indicators, coding structures, and reporting formats. Support development and maintenance of data dictionaries, metadata, indicator reference sheets, and standard operating procedures. Collaborate with government and technical partners to address system-level challenges affecting data exchange and interoperability.  Data Analytics and Visualization Lead the development and maintenance of interactive dashboards, scorecards, and data visualization products for HIV and TB program monitoring. Transform routine program data into actionable information for technical teams, program management, and government stakeholders. Conduct advanced analysis to identify trends, performance gaps, geographic variations, and populations requiring targeted interventions. Support development of automated reporting and visualization solutions to reduce manual data processing and improve timeliness. Provide analytical support for HIV and TB cascade analysis, treatment outcomes, service utilization, and other priority program indicators. Present complex data in clear and user-friendly formats to facilitate evidence-based decision-making.   Technical Assistance and Capacity Building Provide technical assistance, coaching, and mentorship to health information, M&E, data, and program teams at regional, council, and facility levels. Build capacity of users on data systems, data management, data quality, visualization, and data interpretation. Develop user guides, job aids, SOPs, and training materials for relevant information systems and informatics processes. Provide troubleshooting and technical support for system-related challenges affecting HIV and TB reporting and data use. Promote sustainable capacity within government structures to manage and utilize   Required Qualifications Masters in Epidemiology, Public Health, (Bio)statistics, computer science or related field OR a first degree with commensurate experience to demonstrate working knowledge and competencies equivalent to Masters-level training. Five or more years work experience in monitoring and evaluation, including experience with M&E tool development at field and reporting levels, the DHIS, data capture and data management programs (Excel, Access, Power BI, etc.).   Knowledge, Skills & Abilities Previous experience in HIV program monitoring and reporting (e.g. indicator and systems knowledge, etc.); preferably under US Government (PEPFAR) funding. Experience in managing and supervising people. High level of computer literacy defined by proficiency in the basic Microsoft packages, and experience with data management and visualization software (excel, access, Power BI, Tableau).   Ability to code in SQL or similar language an advantage, as is experience or proficiency in statistical analysis software (STATA, R, etc.).  Excellent oral and written communication skills (English and Kiswahili); strong critical thinking, problem solving and attentiveness to detail.           Advert will automatically unpublish on September 28, 2026 2300h.
