Job title:                                       Senior Technical Advisor - Continuum of Treatment   Primary manager:                     Senior HIV/TB Sustainability Manager   Technical Manager:                  Senior Technical Advisor Continuum of Treatment   Location:                                      Dar es Salaam   Summary The Senior Technical Advisor – Continuum of Treatment will provide strategic technical leadership to strengthen the HIV and TB treatment continuum across EGPAF-supported sites. The Advisor will lead data-driven strategies to improve linkage, treatment initiation, retention, adherence, viral suppression, TB treatment completion, and re-engagement of clients who interrupt treatment. The Advisor will provide differentiated technical assistance, coaching, and mentorship to RHMTs, CHMTs, facilities, and community teams, while monitoring retention milestones and guiding targeted performance improvement actions to achieve program targets and sustain quality of care.   Essential Duties and Key Responsibilities    Strategic Technical Leadership Provide strategic leadership for the HIV/TB continuum of treatment, from diagnosis and linkage through treatment initiation, retention, adherence, viral suppression/TB treatment completion, and re-engagement. Lead development of strategies, work plans, and differentiated approaches to address continuum gaps.   Cascade Performance and Performance Improvement Lead monitoring and follow-up of retention milestone performance, using routine data to identify gaps, guide targeted performance improvement actions, and ensure achievement of program retention targets Analyze HIV/TB treatment cascades to identify bottlenecks and priority populations/sites. Guide RHMTs/CHMTs and facilities in translating data into corrective actions. Provide technical leadership on IIT/LTFU identification, client tracking, tracing, and re-engagement systems. Strengthen integration of facility and community mechanisms for continuity of treatment and client follow-up. Promote differentiated approaches for high-risk and priority clients. Lead technical support to improve treatment initiation, retention, adherence, viral load monitoring and suppression, and TB treatment outcomes. Identify systemic and client-level barriers affecting continuity of care and guide appropriate interventions. Design and coordinate differentiated TA, coaching, mentorship, and supportive supervision for RHMTs, CHMTs, facilities, and community structures. Strengthen government capacity to independently monitor and improve the treatment continuum. Lead triangulation and use of CTC2, DATIM, PBI, dashboards and other data sources to monitor treatment continuity. Document and disseminate effective approaches, lessons learned, and innovations for scale-up. Coordinate with national programs, RHMTs, CHMTs, partners, and community structures to harmonize continuum-of-treatment interventions. Support transition and institutionalization of client tracking, retention, and performance improvement approaches within government systems. Education Master’s degree in Public Health, Epidemiology, Global Health, Health Systems, Nursing, Medicine, Clinical Medicine, or a related health field desired. Bachelor’s degree in Medicine, Nursing, Clinical Medicine, Public Health, or another relevant health-related discipline. Professional Experience At least 8 years of progressive experience in HIV/AIDS and/or TB programming, with demonstrated expertise in the continuum of treatment, linkage, retention, adherence, and client re-engagement. Demonstrated experience leading technical assistance and performance improvement initiatives at regional, council, facility, and/or community levels. Strong experience in monitoring HIV treatment cascade performance, including retention milestones, IIT/LTFU identification, tracing, re-engagement, viral load monitoring, and treatment outcomes. Experience using program data to identify performance gaps, conduct root-cause analysis, develop corrective actions, and monitor improvement. Demonstrated experience designing and implementing differentiated technical assistance, coaching, mentorship, and capacity-strengthening approaches. Experience working with government health structures, including RHMTs, CHMTs, and national HIV/TB programs, is highly desirable. Experience with large-scale donor-funded HIV/TB programs, particularly PEPFAR-supported programs, is an advantage. Experience supporting program transition, sustainability, and institutionalization of HIV/TB services within government systems is desirable.             Advert will automatically unpublish on September 28, 2026 2300h.
